Scope of Practice and Competencies
The Midwifery Council has defined the Midwifery Scope of Practice and this was published in the Government's Gazette in 2004. The Scope of Practice is integral to the education, registration, competence, and disciplinary activities of the Midwifery Council.
The Midwifery Council has also prescribed the qualifications and competencies for registration that enable midwives to work within the Midwifery Scope of Practice.
Early in 2004, the Midwifery Council consulted on the Midwifery Scope of Practice, qualifications and competencies for registration. The consultation documents can be downloaded below. A summary of the responses received is provided in the feedback document below.

Registration Policies for Overseas and New Zealand Midwives
As a result of feedback from its consultation on the registration documents below, the Midwifery Council developed its policy for the registration of overseas midwives, midwives applying under the Trans Tasman Mutual Recognition principles and graduates from the New Zealand midwifery education programmes. Information about the criteria and processes for registration is available on the registration section of this website. The consultation documents are still available to download. Please note that the final policy is different from that outlined in the discussion documents.
Recertification Programme
In August/September2004 the Midwifery Council released a discussion document on the requirements for recertification for annual practising certificates. This document can be downloaded below. Council considered the submissions and has posted feedback on these below. The feedback document provides the Council's rationale for the direction it is taking on recertification. The final Recertification Programme has now been approved and can be found on the Recertification section of this website.
